The legislative session is over. There were lots of adjustments to the budget. The final budget had increases in business and occupation tax, sales tax, and capital gains. They delegated $15 million for crisis relief centers and $3 million to behavioral health apprenticeships, however, MCO rates, recovery navigator, BH-ASO, assisted OP, school and prevention, and behavioral health housing all were reduced. There were not any programs completely cut out but broad reductions across the board. The priority bills made it through.

Following the April 8 deadline for bills to be voted out of fiscal committeees, legislators will shift their focus to intense floor debates and caucus discussions, working long hours to negotiate and pass bills before the opposite house floor cutoff on Wednesday, April 16. Governor Bob Ferguson clarified his stance on budgets with five key conditions that any budget must meet for him to sign it.

The House and the Senate released their budgets and there are lots of proposed cuts to behavioral health. April 2nd, 2025 is the policy committee cut off date and we may see more bills die. On April 8th, 2025 is the fiscal committee’s cutoff. Although we did not see any new bills die in committee this week the budgets include cuts to beneficial programs like the recovery navigator program, mco reimbursement rates, and more.

The House and the Senate are both proposing different revenue options and they are listed in the report. The house should have their budget out on 3/29/2025 and the senate on 3/31/2025. Is the next big cut off date for bills moving forward.
